ABOUT THE ROLE

Profile

GCA seeks a dynamic individual as Urban Program Analyst to support the Water and Urban team to drive forward the Global Center on Adaptation’s role as a solutions broker in the field of urban adaptation and resilience. The individual will pro-actively support the team on a range of program activities related to the African Adaptation Acceleration Program (AAAP) with a specific focus on urban climate adaptation and resilience building. This person will be supporting procurement, implementation of technical assistance projects, managing contracts and partnership, and so on. He or she will work under the oversight of the Regional Director for Africa and, directly reporting to the Program Lead, the incumbent will carry out the following:


Responsibilities

  • Support (and operationalize) the conceptual development of GCA’s City Adaptation Accelerator (CAA) in particular in relation to scaling up and acceleration of adaptation, and locally-led adaptation.
  • Support the development and implementation of a pipeline of technical assistance projects in the urban development and urban resilience sectors that shapes and expands GCA’s partnerships with leading Multilateral Development Banks (MDB) such as African Development Bank and World Bank to drive on-the-ground adaptation acceleration and scaling up of climate adaptation and creates space and energy for innovation.
  • Support the procurement and oversight of highly innovative and transformative technical assistance project to urban climate adaptation and urban resilience building investment projects and programs of multi-lateral development banks and in particular the African Development Bank.
  • Support the preparation of knowledge products – e.g. briefs, presentations, reports – on GCA’s activities.
  • Perform other related duties as assigned.

Job requirements

MINIMUM REQUIREMENTS

  • Master’s degree in environmental studies, civil engineering, planning, development studies, public administration, or other relevant fields.
  • At least one year of relevant experience related to urban adaptation and resilience building.
  • Conceptual understanding of key subject areas such as climate adaption, urban resilience building.
  • Proven planning and operational skills–including procurement and contract management–and a demonstrable sense of urgency and ability to work under tight deadlines in a team setting while maintaining an empowering and solutions-oriented approach.
  • Proven ability to effectively collaborate with diverse stakeholders at different technical and strategic levels.
  • Strong client and communications skills, backed by an ability to communicate orally and in writing effectively in English and to articulate and present ideas well both in writing and orally to a diverse audience of stakeholders at technical and strategic levels. Working knowledge of French considered to be of additional advantage.
  • Strong interpersonal skills, with proven ability to function effectively and collaboratively as a supportive team member of multi-disciplinary and multicultural teams, working in multiple locations, and to resolve conflicts constructively.
  • Excellent report writing, presentation and communication skills, backed by an ability to articulate complex ideas into clear outputs with a coherent narrative to a diverse audience of stakeholders at technical and strategic levels. Excellent spoken and written English.
