The Global Center on Adaptation (GCA) is an international organization that works as a solutions broker to catalyze action and support for adaptation solutions, from the international to the local, in partnership with the public and private sector, to ensure we learn from each other and work together for a climate resilient future. The work of the GCA elevates the visibility and political importance of climate adaptation and facilitates solutions, such as smarter investments, new technologies and better planning to become more resilient to climate-related threats.


GCA is strongly committed to addressing barriers to accelerate and scale up Locally Led Adaptation (LLA), in ways that prioritize the needs of the most climate vulnerable and support their leadership in identifying and implementing solutions. LLA involves shifting power, agency, and resources to local stakeholders to lead or meaningfully participate in adaptation and resilience-building efforts.


GCA has established a Global Hub on LLA in the GCA South Asia Regional Office in Dhaka, Bangladesh to achieve this goal. The Global Hub aims to scale up LLA globally through knowledge acceleration, capacity building, and agenda setting activities; and by linking LLA best practices to investments and enhancing access to finance for LLA.



ABOUT THE ROLE

Profile:

GCA is seeking a Senior Program Officer to manage the knowledge acceleration, capacity building, and reporting activities of the Global Hub on LLA.


Key Functions: Reporting to the Global Lead on LLA, the areas of responsibility of the Senior Program Officer will include the following:

  • Contribute to positioning GCA as a thought leader and solutions broker on LLA.
  • Contribute to the development and delivery of the knowledge acceleration, capacity building, and agenda-setting activities of the Global Hub on LLA, including by developing detailed work plans and budgets.
  • Participate in the evaluation of project proposals to assess their feasibility for financial support and/or technical assistance by GCA, including through initial screening of projects, desk reviews, and preliminary evaluation notes.

Knowledge Management and Outreach:

  • Research, analyze, document, synthesize and disseminate information, knowledge, good practices, and lessons learned on LLA, including by working proactively with multiple stakeholders, partners, policy makers, and GCA Programs and Research teams.
  • Ensure that the online Global Hub on LLA is regularly updated with engaging content related to LLA best practices, analysis, data and research, developed in collaboration with partners, and through commissioning targeted knowledge products, including in innovative print, video, and audio formats that are accessible by local governments, communities, and other key target groups.
  • Develop and implement a proactive user-driven strategy to ensure that the knowledge and information generated and shared on the LLA Hub is useful to, and used by, key target audiences. This includes an effective outreach and communication plan for the Global Hub on LLA, including the development of networks and a social media strategy.
  • Manage the GCA Local Adaptation Champions Awards.
  • Manage an annual publication on LLA.

Capacity Building:

  • Support and facilitate the development of course modules, training materials, and guides on LLA for specific target groups.
  • Delivery of training events, including those that promote peer-to-peer and South-South learning.

Agenda setting and reporting:

  • Support organization of LLA events.
  • Contribute to reporting on the activities of the Global Hub on LLA, including through tracking key objectives and indicators, to support learning and strengthening of impact.
  • Ensure strong links with the other teams within the GCA, helping to foster a collaborative working environment in which knowledge, information, and best practices are shared and used for continuous improvement.

Job requirements


  • At least seven years of relevant work experience in development and/or climate change communications, preferably with an emphasis on locally led action or locally led adaptation.
  • A Master’s degree in governance/local governance, public policy, social sciences, climate policy, information management, media, or a related discipline.
  • Proven history of successfully delivering complex multi-stakeholder projects on time and within budget.
  • Excellent communication, analytical, writing, and facilitation skills, with a proven track record in preparing high quality knowledge products for diverse audiences, and an ability synthesize complex materials in a clear, concise, and accessible style.
  • Experience working with different multimedia platforms, as well as website and social media management; and ability to process and present information in creative ways to generate appropriate formats for different audiences.
  • Excellent interpersonal skills and experience of working in international, intercultural environments.
  • Experience in building and maintaining strong networks and relationships at national and international levels.
  • Preference for experience working in developing countries.
  • Excellent planning and organizational skills.
  • Excellent written and spoken English; proficiency in other Asian or African languages is an added asset.
