Location: Rotterdam, the Netherlands

Term: Initial one-year contract with possibility of extension

This role is within the Finance & Operations Team that supports and facilitates the organisation globally. As the Procurement Officer you will provide effective procurement services to ensure successful delivery of all the intended outcomes and outputs in accordance with GCA policies, donor regulations and complying with applicable (EU) laws.

Under the guidance and management of the Procurement Manager, the Procurement Officer ensures effective and efficient implementation of the procurement process and effective internal control mechanisms, promotes a client-oriented approach consistent with GCA rules and regulations

Areas of responsibility

  • Implement the procurement plan, adapt processes and procedures in full compliance with GCA policies and procedures;
  • Support the preparation of technical specifications and terms of reference  in compliance with the GCA procurement principles, rules and procedures;.
  • Organize procurement processes, micro-purchasing, preparation of RFQs and tender notices, receipt of quotations, preliminary evaluation of quotations, technical and financial evaluation, preparing protocols for contract awards;.
  • Review, record and prioritise purchasing requests, and provide support to requisitioners, in order to support the procurement of appropriate goods and services,
  • Providing proactive advice, clear guidance and support to procurement requestors and selection committees during each step of the procurement process.
  • Prepare documents for contracts and vendor creation/update.
  • Maintain an up-to-date contract administration in ERP system, Unit4
  • Draft routine correspondence and reports on procurement in accordance with Procurement SOP.
  • Perform other duties within the functional profile as assigned and deemed necessary for the efficient support of above mentioned procurement

Job requirements


  • A relevant degree, preferably in Procurement, Administration or related fields.
  • 2 years’ experience in procurement, logistic or related field preferably in an international NGO
  • Relevant experience in implementing procurement and/or contract policies, procedures, processes and training;
  • Excellent communication skills in English;
  • Self-development, initiative-taking
  • Experience in supporting and advising a global and multi-cultural team of highly skilled professionals;
  • Hard worker, hands-on experience, can-do mentality, highly professional supportive attitude;
  • Good proficiency in Microsoft Office and preferably with procurement software and contract management systems.
